{"id":6167,"date":"2017-03-10T10:48:56","date_gmt":"2017-03-10T15:48:56","guid":{"rendered":"https:\/\/beta.croisee.org\/?p=6167"},"modified":"2019-12-14T15:50:30","modified_gmt":"2019-12-14T20:50:30","slug":"traffic-calming-our-community-approach","status":"publish","type":"post","link":"https:\/\/croisee.org\/en\/traffic-calming-our-community-approach\/","title":{"rendered":"\u201cTraffic Calming\u201d &#8211;  our community approach"},"content":{"rendered":"\n<p>Like most communities, La Croisee has a maximum traffic speed limit of 40 km\/hr, &#8211; for a reason.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/speed-limit-sign-300x169.jpg\" alt=\"\" class=\"wp-image-6258\" srcset=\"https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/speed-limit-sign-300x169.jpg 300w, https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/speed-limit-sign.jpg 620w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/figure><\/div>\n\n\n\n<p>Many residents and families instinctively know what that reason is.<\/p>\n\n\n\n<p>It is this &#8211; nine out of ten (<strong>that&#8217;s &nbsp;90%!<\/strong>) &#8211; of unprotected pedestrians (including children walking, biking) when hit by a car traveling at 60km\/h would be killed. <strong>And approximately 80% of unprotected pedestrians would be killed at 50 km\/hr!<br><\/strong><\/p>\n\n\n\n<p><strong>It\u2019s clear \u201ctraffic calming\u201d measures in our streets is a question of life or death.<\/strong><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/Probability.jpg\" alt=\"\" class=\"wp-image-6171\" width=\"474\" height=\"306\" srcset=\"https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/Probability.jpg 680w, https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/Probability-300x194.jpg 300w\" sizes=\"(max-width: 474px) 100vw, 474px\" \/><\/figure><\/div>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" width=\"388\" height=\"323\" src=\"https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/Fatality.jpg\" alt=\"\" class=\"wp-image-6169\" srcset=\"https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/Fatality.jpg 388w, https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/Fatality-300x250.jpg 300w\" sizes=\"(max-width: 388px) 100vw, 388px\" \/><\/figure><\/div>\n\n\n\n<p>&nbsp;<span style=\"font-size: 8pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Source: \u201cSpeed management: a road safety manual for decision-makers and practitioners.\u201d&nbsp; Geneva, Global Road Safety Partnership, 2008\u201d&nbsp;<\/span><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>So &#8211; what to do?<\/strong><\/h4>\n\n\n\n<p>Research shows that in order to reduce the cruising speed on residential roads, the problem must be addressed in 3 simultaneous ways:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><span style=\"font-size: 12pt; color: #800000;\"><strong>educating the community<\/strong><\/span><\/li><li><span style=\"font-size: 12pt; color: #800000;\"><strong>police reinforcement<\/strong><\/span><\/li><li><span style=\"font-size: 12pt; color: #800000;\"><strong>physical alterations to the roadway<\/strong>.<\/span><\/li><\/ul>\n\n\n\n<p>By working on these three elements the City of Gatineau, &nbsp;the police department and our residents, &#8211; all together we can create a calming \u201csafe zone\u201d where drivers proceed <strong>slowly<\/strong> throughout the community. The La Croisee Community Association and our Street Representatives will be helping with this initiative in the coming weeks.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong><span style=\"color: #800000;\">Adjusting driver behaviour&nbsp;and beliefs, the culture shift through education:<\/span><\/strong><\/h5>\n\n\n\n<p><span style=\"font-size: 12pt;\">&nbsp; Fundamental to the success of any solution is that residents must adhere to a new driving philosophy, themselves . They must be made aware of the all-too-real dangers of speeding. They must lead by example and <span style=\"text-decoration: underline;\"><strong>always<\/strong><\/span>&nbsp;set the pace. This culture shift is not an easy one, especially for repeat offenders but it is vital to the success of any other measures combined.<\/span><\/p>\n\n\n\n<p><span style=\"font-size: 12pt;\">Each citizen must play their part by:<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li style=\"text-align: left;\"><span style=\"font-size: 12pt;\">talking to their neighbours about the issue<\/span><\/li><li style=\"text-align: left;\"><span style=\"font-size: 12pt;\">educating their children<\/span><\/li><li style=\"text-align: left;\"><span style=\"font-size: 12pt;\">setting the pace<\/span><\/li><li style=\"text-align: left;\"><span style=\"font-size: 12pt;\">contributing to the collective effort (see our available signage below)<\/span><\/li><li style=\"text-align: left;\"><span style=\"font-size: 12pt;\">(again) always driving slowly in our community<\/span><\/li><\/ul>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/croisee.org\/wp-content\/uploads\/2016\/03\/SpeedSign-EN-03-29-300x200.jpg\" alt=\"\" class=\"wp-image-4490\"\/><\/figure><\/div>\n\n\n\n<h5 class=\"wp-block-heading\"><span style=\"color: #800000;\">Police Reinforcement:<\/span><\/h5>\n\n\n\n<p><span style=\"color: #000000; font-size: 12pt;\">Law enforcement is there to back up the grass roots initiatives of educating the community. <\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><span style=\"color: #000000;\">They<\/span><span style=\"color: #000000; font-size: 12pt;\"> can assure a preventative presence with their visibility. &nbsp;<\/span><\/li><li><span style=\"font-size: 12pt;\">They may set speed traps once in a awhile&nbsp;<\/span><\/li><li><span style=\"font-size: 12pt;\">They may also consider us for the next wave of pedagogical radars.<\/span><\/li><\/ul>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/police-300x193.jpg\" alt=\"\" class=\"wp-image-6200\" width=\"406\" height=\"261\" srcset=\"https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/police-300x193.jpg 300w, https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/police.jpg 500w\" sizes=\"(max-width: 406px) 100vw, 406px\" \/><figcaption>(1)<\/figcaption><\/figure><\/div>\n\n\n\n<h5 class=\"wp-block-heading\"><strong><span style=\"color: #800000;\">Infrastructure change:&nbsp;<\/span><\/strong><\/h5>\n\n\n\n<p>The City of Gatineau recognises its responsibility in regards to the safety of the streets on its territory. The City is also responsible for a variety of traffic calming initiatives in our neighborhoods.<a href=\"#_ftn2\" name=\"_ftnref1\">[2]<\/a>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;Engineering measures involve physically altering the road layout or appearance to actively or passively retard traffic by increasing the cognitive load of driving.&#8221; height: 93px; left: 129px; top: 155px; right: auto; bottom: auto;\">\r\n<p><span style=\"font-size: 9pt; font-family: tahoma, arial, helvetica, sans-serif;\">Changing the surface material or texture..may also including changing in color to highlight to drivers that they are in a pedestrian centric zone.<\/span><\/p><\/div>\n<\/div>\n<div class=\"rsContent\">\n  <a class=\"rsImg\" href=\"https:\/\/croisee.org\/wp-content\/uploads\/2017\/01\/chicanes.jpg\"><\/a>\n  \n  \n  <div class=\"rsSBlock ui-draggable-handle\" style=\"width: 443px; height: 99px; left: 104px; top: 115px; right: auto; bottom: auto;\"><p><span style=\"font-size: 9pt; font-family: tahoma, arial, helvetica, sans-serif;\">Pedestrian refuges can provide horizontal deflection, as can curb extensions and chokers.<\/span><\/p>\r\n<\/div>\n<\/div>\n\n<\/div>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><span style=\"font-size: 12pt;\">Overall, it should be noted that not all traffic calming solutions have the desired effect. &nbsp;(10)<\/span><\/p>\n\n\n\n<p><span style=\"font-size: 12pt;\">&nbsp;Municipalities may also lower the threshold or reasonable limit to force action.<sup>5<\/sup>&nbsp;For example, if 85% of motorists are driving 60km\/h or less on a street, the City will not act on traffic calming measures (a reduction from 65km\/h, nevertheless).&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-size: 12pt;\">&nbsp; &nbsp; &nbsp;In 2012, Ontario\u2019s Chief Coroner <a href=\"http:\/\/www.mcscs.jus.gov.on.ca\/english\/DeathInvestigations\/office_coroner\/PublicationsandReports\/PedestrianDeathReview\/DI_Pedestrian_Death_Review.html\" target=\"_blank\" rel=\"noopener noreferrer\">reviewing pedestrian death<\/a>&nbsp;suggested the speed limit in residential areas should be 30 km\/h <span style=\"font-size: 8pt;\">(14)<\/span>.
